WTPA Alliance Office Complex

The Whakatipu Transport Programme Alliance, or WTPA, is working on key infrastructure for Queenstown and surrounds and needed an office compound to not only meet the needs of the project but of each individual alliance member.

The Whakatipu Transport Programme Alliance, or WTPA, is an alliance between the Queenstown Lakes District Council, the Waka Kotahi NZ Transport Agency, Beca, WSP, Downer New Zealand and Fulton Hogan. This alliance is working on key infrastructure for Queenstown and surrounds.


With a short lead time to meet, Portacom Building Solutions provided a 17-module integrated project site for the upgrade of the Frankton Intersection and Bus Hub Improvements project with some unique specifications.


The space requirements were relatively standard for a large project team, including meeting rooms, training room, lunchroom, and ablution/showers, however with an alliance comes an extensive IT network.

Scope of Works

  • One 12 x 3.6m for boardroom
  • Site preparation
  • Delivery and installation
  • Services including power and plumbing
  • External stairs, ramps and canopy
  • Ten 12 x 3m modules for open-plan office space
  • One 12 x 3m module for entry, training and storage
  • Two 12 x 3m modules for meeting rooms, lunchrooms, and ablutions
  • Two 6 x 3m for private meeting room and ICT room

Portacom’s project management team needed a great deal of agility to meet the timeframe in poor weather conditions. Whilst the modules were manufactured in Christchurch, the onsite team worked to complete the site works and then scheduled the delivery of modules around weather forecasts.

The modules were delivered to site in two batches; a strategy which meant the complex was ready for the alliance project team to move out of their old office into the Portacom purpose-built one.
